The UN Special Rapporteur visited Colombia from 8 to 18 June 2009. He gave a press statement at the conclusion of his visit on 18 June 2009, and then published a full report of his findings to the 14th session of the UN Human Rights Council. In the report, the Special Rapporteur examined the Colombian Government’s response to “false positivos” killings by military forces, as well as killings by former paramilitary groups and by guerilla forces. He found that Colombia had made important security gains after decades of armed conflict and human rights violations, but that there were serious problems with security policies and especially with impunity for wrongful killings by both the armed forces and former paramilitaries. Prior mandate-holders visited Colombia in 1989 and 1994.
