Country: Angola Type, date and summary of communication:Allegation, sent with the Special Rapporteur on torture, 15 September 2004. On 8 March 2003 in the village of Dinge, four members of the Armed Forces of Angola (FAA) reportedly accused João Félix Mavungo of violating restrictions concerning work on the land, beat him in front of his wife, and took him away. The military returned his body to his family, claiming that he died from illness, however the body reportedly bore evidence of beatings. On 3 April 2003, Vicente Ngoma and Filipe Maiúlo while on their way to the village of Sindi were reportedly picked up by FAA soldiers who beat them up. Vicente Ngoma was stabbed and died of his injuries. Paulo Mambo João, a coordinator of Micuma I village, was returning from a hunt on 16 July 2003 when he was reportedly detained by FAA soldiers. He was tied to a tree, interrogated, and died after being shot twice in the chest. Nicolau Nkula Macumbo and Artur Kinangi, nationals of the Democratic Republic of Congo were reportedly found on 16 July 2003 with signs of beatings, next to Rio Luali, Belize, three days after they were detained at the Lona Commando base. Communications sent On 4 June 2003, the Special Rapporteur, jointly with the Special Rapporteur on torture, sent a communication to the Government of Angola regarding the following individual cases relating to allegations of torture and other forms of ill-treatment in Cabinda Province: Vaba, a young man from Mbamanga village, by the Chiloango River, was reportedly detained by soldiers from the Angolan Armed Forces (FAA) on 27 August 2002. Vaba was allegedly accused of spying for the Front for the Liberation of Cabinda Enclave (FLEC) and was reportedly beaten, tied to a stone and thrown into the river. João Rodrigues Lourenço, a 53-year-old church worker, was reportedly brutally beaten on 22 November 2002 in Cochiloango, municipal district of Cacongo, by members of the military police, who were allegedly searching for information on the guerrilla movements in the area. His relatives reportedly found him dead three days later in a forest close to their village. The incident allegedly took place after FLEC guerillas ambushed an FAA vehicle. On 23 July 2003, the Special Rapporteur, jointly with the Special Rapporteur on torture and the Special Rapporteur on violence against women, sent a communication to the Government of Angola in connection with the case of Amélia Teco Luemba, also known as Arlete, a 16-year-old woman from Cata-Chivava village, Necuto commune who was reportedly shot dead by an FAA soldier on 20 October 2002 as she was allegedly trying to escape being raped. Soldiers allegedly entered her house and took off her clothes, but she managed to escape half-naked outside, where she was reportedly killed. Correspondence from 1983-2002The United Nations Special Rapporteur on extrajudicial, summary or arbitrary executions has been corresponding with Governments regarding alleged violations since the mandate was established over two decades ago.
